Ensuring Community-Wide Growth through Operational Efficiency

Stephen Ramos oversees municipal operations and works with city leadership to support infrastructure improvements, operational efficiency, and long-term community growth. A Woodville native, he focuses on strengthening services and positioning the city for future opportunities.
Experience that Informs Leadership My professional background spans over 25 years in construction and project management where success depends on strategic planning, communication and accountability. Working closely with municipalities, utility providers, and regulatory agencies deepened my appreciation for how local governments impact everyday life. When I entered municipal leadership, I brought decades of experience managing complex projects, infrastructure initiatives, and fiscal management. The same principles translate directly into effective city administration. I draw on that experience to improve our systems, maximize resources, and create lasting value for residents at the City of Woodville. My focus is not change for the sake of it but building on the existing strong foundation and improving how we serve our community. Growth from Strong Foundations While small cities face unique challenges as larger municipalities, they also have distinct advantages. Their close relationships with residents and ability to act quickly allow them to make decisions that directly affect the quality of life. My approach is centered on strengthening core services through reliable infrastructure, sound financial management and responsive customer service that support long-term growth. I focus on positioning the city to pursue funding opportunities that might otherwise be unavailable. Although not often visible, these investments establish the framework necessary to support future growth. I believe growth should never outpace a city’s ability to serve its residents. I ensure Woodville grows strategically while preserving the qualities that make our community special. The most successful communities are those that respect their history while remaining open to improvement. Positioning the City for Long-Term Growth One of our most significant initiatives and one of the largest funding opportunities in our city’s history is to position the City of Woodville to pursue approximately $5 million in Texas General Land Office grant funding for infrastructure improvements. The effort reflects the collaboration of city staff, elected officials and community partners. It reinforces our priorities of maintaining infrastructure, preparing for growth, protecting taxpayer resources, and investing in projects that improve the quality of life for future generations. The most successful communities are those that respect their history while remaining open to improvement.
