Robert Hiss, County Administrator, Bedford County, Virginia, has helped build a more coordinated governance model that aligns planning, policy implementation and execution across departments. Under his leadership, Bedford County has shifted from a reactive administrative approach toward more structured planning, stronger operational alignment and long-term accountability. By ensuring that daily execution supports long-term priorities, his approach strengthens organizational performance and positions Bedford County for sustained growth, earning recognition as County Administrator of the Year 2026 by Govt Business Review. Translating Strategy into Execution Strategic plans only matter if they can be operationalized. One of our earliest challenges was bridging the gap between high-level goals and day-to-day execution. Without that connection, strategy remains theoretical. Top Public Affairs Firm 2026

The government affairs space has undergone a significant shift since 2011. Following the elimination of earmarks, federal agencies assumed a larger role in allocating funds through their budgets, programs, and initiatives. Yet, many firms still rely on traditional government relations models that are focused on congressional appropriations. Instead of pursuing lengthy funding processes, the firm identifies opportunities that align with business objectives and offers a realistic path to execution. Organizations are no longer competing solely for access to decision-makers. Leading Public Service through Disciplined Execution

Government organizations are under growing pressure to deliver services that are transparent, efficient and responsive while planning for increasingly complex long-term community needs. This edition of Govt Business Review examines how public sector leaders are strengthening governance through disciplined execution, operational accountability and stronger collaboration across departments and communities.

Leading this issue is Robert Hiss, County Administrator of Bedford County, Virginia, recognized as County Administrator of the Year 2026. In his leadership, he has shown how local governments can overcome administrative approaches that focus only on reacting and instead combine strategic planning with actual implementation. This is achieved through better financial governance, digitization, leadership development, and better broadband availability, which has made it possible for Bedford County to integrate long-term planning into its day-to-day activities while enhancing service delivery and efficiency.

This edition also features Shepherd Strategies, recognized as the Top Public Affairs Firm 2026 for assisting public entities in coping with complicated policy scenarios and enhancing government-community and government-stakeholder engagements. This is an illustration of the increasing significance of strategic public affairs in modern times.

Complementing these are the CXO perspectives, where Beto Yarce, Director, Office of Economic Development, City of Seattle, shares how strategic economic development initiatives, cross-sector collaboration and long-term planning can strengthen local economies and create more resilient communities. Geoffrey Urbach, Smart City Senior Manager at the City of San Antonio, shares how citizenfocused innovation, cross-functional collaboration and data-driven decision-making are helping cities deliver smarter, more connected public services.

These stories, taken together, serve to show us that good governance requires good leadership, proper planning, and a strong dedication to serving the community.
